Photocells could be mounted on vacuum balloons and on framework arrays suspended between balloons.
Balloon arrays could be at any height up to 40 km or more, and well above clouds, jet-streams etc.
Collection arrays could be permanent, using a small amount of the collected power to run evacuation pumps or other evacuation devices such as air liquefaction cooling.
Collected power could be fed into an 'air grid' connected via the balloon tethers to the ground.
Development of devices and control software is possible here, with new approaches open to patenting or trade-secreting.
